The New Orleans Redevelopment Authority (NORA) is requesting proposals from qualified environmental consultants to provide environmental consulting services. NORA’s projects and programs receive funding from various sources, including federal, state, local, and private funds. This includes funding from the U.S. Department of Housing and Urban Development (HUD), such as Community Development Block Grants (CDBG), Neighborhood Stabilization Program II (NSP2), and HOME federal funds. Many of the projects are subject to the National Environmental Policy Act (NEPA) and related federal environmental review requirements. Therefore, NORA requires professional environmental consulting services to prepare environmental assessments, prepare compliance documentation, and maintain Environmental Review Records (ERRs).

The contract resulting from this RFP shall be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, under which individual Task Orders will be issued as service needs arise. Compensation for services under each Task Order will be based on the rates and fees established in the contracted fee schedule. Services may include, but are not limited to, technical support during project planning and implementation; coordination with the responsible entity for environmental reviews; preparing cost estimates and scopes of work for environmental remediation activities; documenting unanticipated environmental conditions; and verifying compliance with NEPA, HUD regulations, and other applicable federal, state, and local requirements. The selected environmental consultant may also be required to coordinate with and oversee qualified subcontractors performing remediation or abatement activities.

During the period between the issuance of this RFP and the proposal due date, no oral interpretation of the RFP requirements will be provided to any prospective Offeror. NORA will not accept responses submitted by fax. All proposals must be received by NORA on or before the submission deadline. Responses delivered after the deadline will not be considered.

The New Orleans Redevelopment Authority (NORA), in coordination with the Orleans Parish School Board (OPSB), hereby issues this Request for Proposals (RFP) to qualified respondentsfor the development and operation of the former Israel Augustine School building located at 425 S. Broad Street. The property borders the Lower Mid-City neighborhood and the Tulane-Gravier neighborhood. The development of this property provides a unique opportunity to add to existing investments in the neighborhood along the Tulane Avenue and Broad Street corridors to create a catalyst for additional investment that builds upon the culture and heritage of the building, the neighborhood, and the city. 

Informational Meeting: An optional informational meeting as well as an optional limited property viewing of the subject property will be hosted byAn optional informational meeting as well as an optional limited property viewing of the subject property will be hosted by NORA and OPSB. The informational session was held online, on Wednesday, December 10, 2025, at 11:00 AM (CST). Respondents were encouraged to attend this meeting, during which time NORA and OPSB staff discussed the application processand redevelopment requirements and answer questions. The limited property viewing will be held at a date and time to bedetermined by OPSB, which will be published via addendum to this RFP, to allow potential developers to view a portion of thespace. Respondents are encouraged to bring with them their architects, contractors, and any other relevant team members toview the space.

The selected vendor will provide a comprehensive solution to streamline and enhance the grant management process for multiple programs and departments within NORA. The software product should manage multiple grant funds simultaneously, facilitate online applications, and streamline workflows. Since NORA manages multiple grant funds, it is essential that the software product functions allow for direct input from grant applicants and effectively manage grant awards throughout their lifecycle.
