SOLICITATION GUIDELINES

The New Orleans Redevelopment Authority (NORA), in coordination with the Orleans Parish School Board (OPSB), hereby issues this Request for Proposals (RFP) to qualified respondentsfor the development and operation of the former Israel Augustine School building located at 425 S. Broad Street. The property borders the Lower Mid-City neighborhood and the Tulane-Gravier neighborhood. The development of this property provides a unique opportunity to add to existing investments in the neighborhood along the Tulane Avenue and Broad Street corridors to create a catalyst for additional investment that builds upon the culture and heritage of the building, the neighborhood, and the city. 

Informational Meeting: An optional informational meeting as well as an optional limited property viewing of the subject property will be hosted byAn optional informational meeting as well as an optional limited property viewing of the subject property will be hosted by NORA and OPSB. The informational session was held online, on Wednesday, December 10, 2025, at 11:00 AM (CST). Respondents were encouraged to attend this meeting, during which time NORA and OPSB staff discussed the application processand redevelopment requirements and answer questions. The limited property viewing will be held at a date and time to bedetermined by OPSB, which will be published via addendum to this RFP, to allow potential developers to view a portion of thespace. Respondents are encouraged to bring with them their architects, contractors, and any other relevant team members toview the space.

Interior Review: NOLA PS will host a review of the interior of the first floor of the building for interested developers on Wednesday, January 28, 2026, and Thursday, January 29, 2026, from 11:00 am to 1:00 pm.

Qualifications & Proposal Submission

Respondents must submit their complete application electronically via a shared folder in Microsoft OneDrive, a cloud- based file sharing platform. NORA will not accept hard copy submissions at this time.

    • Your request must be sent via email at the address indicated and submitted at least 24 hours prior to the application deadline.

    • The electronic folder will only be shared with the requester and the email address(es) they provide to NORA; respondents will not be allowed access to other respondents or related materials.
    • Ms. Plessy will respond to your request with a link to the shared folder.
  • Respondents must have access to Adobe Reader to complete the application electronically. Adobe Reader isavailable for free on-line at https://get.adobe.com/reader/.

  • Respondents are encouraged to register and confirm access to the submission platform well in advance of the deadline to avoid any last-minute technical issues.

The deadline to submit complete applications to the assigned shared folder is no later than Friday, February 6, 2026, at 4:00p.m. (CST). Only complete applications in accordance with the guidelines contained herein will be reviewed.

NORA reserves the right to cancel any and all solicitations and to accept or reject, in whole or in part, any and all proposals forany reason, to re-open this solicitation for subsequent phases or to redevelop the properties by other means at NORA’s solediscretion.
