SUMMARY OF RESPONSIBILITIES

The Procurement and Contracts Manager manages the daily functions of the Procurement and Contracts Unit and performs duties relative to ensuring contracts are properly procured and administered and compliance on the part of all Contract Monitors and contractors who have contracts or agreements to render any services or to supply products to the New Orleans Redevelopment Authority (NORA) departments or users. Under the general direction of the Director of Disposition and Procurement, the Procurement Manager serves as the Agency’s central information point within the Procurement Unit and performs complex technical level work; exercises independent judgement for agency procurement and related practices; and performs related duties as required.

ESSENTIAL DUTIES

  • Interpret Federal, State and Local laws, rules and regulations as they relate to agency policies and procedures; evaluate these requirements and recommend/implement changes in agency procurement and contract administration procedures as needed.   • Act as Procurement Department's check point for providing status of current purchases, solicitations, advertisements for good and services and contracts to User Department. Correspond with vendor and agency staff: verbally or written, on contract terms, deliveries, quality, and purchase or contract changes.
  • Perform purchasing and procurement activities in compliance with approved Agency processes and procedures; prepare Invitations for Bids (IFBs) for the purchase of construction services, goods and supplies, Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for the purchase of services and Requests for Quotes.
  • Provide technical assistance with the development of contracts for goods, technical, professional and construction services; assist with contract administration, tracking, and analysis, as well as communication of supplier performance and contract compliance.
  • Planning, organizing, and conducting pre-submission meetings, formal bid openings and, including but not limited to, preparing addendums, amendments and resolutions of conflicts.
  • Seek advice from the Legal Department, when appropriate, and provide documentation and interpretation of contractual rights and obligations internally and externally to ensure due diligence and contract compliance.
  • Manage, organize and maintain the electronic contract database to track all contracts, associated files and related documents; monitor and update contract and monitoring logs and notify User Departments of contract expiration dates; maintain and verify accuracy and completeness of documents, files and reports to ensure compliance with regulations and policies.
  • Ensure all departments responsible for contract administration are in compliance by providing training to designated Contract Monitors, Department Directors, and other staff on required contract administration procedures.
  • Distribute all procurement contract documents and purchase orders to vendors, contractors, User Departments and compliance and Finance Departments in a timely manner.
  • Collect and analyze data and related contractual information to assist in resolving procurement problems and recommend solutions to the Director of Disposition and Procurement.
  • Provide technical assistance to agency staff to enter requisitions into the agency Financial Management System: New World Systems (NWS) to purchase supplies or services for their department. Manage the Vendor Module in NWS.
  • Collect, compile, evaluate, and report unit-specific program or administrative information in response to Freedom of Information Act (FOIA) and public records requests.
  • Oversee quality control of database or spreadsheet information.
  • Conduct expenditure/revenue review and compile agency annual DBE participation report to assist with preparation of annual budget.
  • Perform program/accounting audit research in preparation for agency annual external audit and any other assigned duties and tasks.

QUALIFICATION STANDARDS

Knowledge, Skills, and Abilities

The individual must possess the following knowledge, skills and abilities and be able to explain and demonstrate that he or she can perform the essential duties of the position, with or without reasonable accommodation, using some combination of knowledge, skills, and abilities:

  • Experience in administering all aspects of the procurement process to ensure compliance with federal, State, and local regulations and procurement policies and procedures.
  • Experience supervising procurement professionals in the performance of all procurement and contracting activities: from solicitation of goods and professional, non-professional and constructions services through contract award.
  • Experience in planning, organizing, and conducting procurement training.
  • Ability to accurately type at least 35 wpm.
  • Demonstrated ability to respect and maintain confidentiality whether written or verbal.
  • Proficient in the use of Microsoft Office and Excel and experience with Enterprise Resource Planning (ERP) and web-based workflow software.
  • Excellent time management skills and proficient writing skills.
  • Strong interpersonal skills.
  • Exhibits persistence and follow-through on commitments and deadlines and the ability to overcome challenges.

Licenses or Certificates

  • Required baccalaureate degree plus a minimum of 5 years of professional level experience in procurement and contract management or an equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities of the position.
  • Procurement certification is preferred.

ABOUT

SUMMARY OF RESPONSIBILITIES

NORA provides discounted land, construction financing, and subsidy for the development of affordable housing for Low to Moderate Income households in partnership with developers – both non-profit and for-profit – that build attractive, energy efficient, and hazard resistant homes in underinvested neighborhoods. Through its Build Homes strategic priority area, NORA creates and administers programs that return property to commerce, enhance sustainability and resilience, and provide development opportunities for small businesses and generational wealth-building opportunities for families.

The Senior Project Manager will be responsible for identifying, pursuing, and realizing opportunities for affordable housing development at all scales, from single family homes to multiphase, multifamily housing developments. NORA is currently redeveloping multiple high-profile sites, including a cluster of properties at the intersection of St. Bernard Avenue and North Claiborne Avenue. The first phase of the development includes the $22 million St. Bernard Circle Apartments, a 56 unit mixed-income apartment building with two ground floor commercial units at 1429 St. Bernard Avenue. Construction is expected to be completed in the first quarter of 2025.

NORA is also leading the redevelopment of high-profile City-owned properties through the Redevelopment Framework, including the $8 million redevelopment of the former fire house (currently under construction) at 2314 Louisiana Avenue, which will include an early childhood education facility and seven (7) affordable apartments and the $23 million development of a nearly 1-acre parcel at 1141 Esplanade Avenue that is expected to include 50 mixed-income apartments and two ground floor commercial units. The Redevelopment Framework is codified by a Cooperative Endeavor Agreement with the City of New Orleans that allows for property to be transferred to NORA through a 99-year lease to facilitate the redevelopment of underutilized, vacant publicly-owned properties for affordable housing and economic development. NORA will also manage the development of a non-congregate shelter for homeless individuals in the 2900 block of Tulane Avenue through the Redevelopment Framework.

In November 2024, New Orleans voters approved a charter change that will direct two percent of the City’s General Fund revenue to the Housing Trust Fund (HTF). The City’s contribution to the fund is expected to be $17 to $20 million annually and will directly support affordable housing programs administered by NORA and Finance New Orleans. The Senior Project Manager will lead the development and implementation of NORA’s HTF programs.

The Senior Project Manager will also serve as a key advisor to the Chief of Strategy, Programs, and Projects, as well as the Executive Director, and shall directly support all colleagues and activities of the Real Estate Development & Planning team.

ESSENTIAL DUTIES

  • Manage development projects undertaken by NORA and its partners. These duties include, but are not limited to, day to day responsibility for communicating with grantees, subgrantees, development partners, etc., assuring that all relevant federal, state and local policies/procedures are being adhered to, acting as liaison between NORA, the grantee/development partner and the general public; maintaining accurate and timely records and files
  • Develop financial models and financial incentive packages for development projects
  • Perform underwriting for the financing of various affordable housing, economic development, mixeduse, and/or public projects
  • Identify funding resources to support redevelopment activities, and coordinate available finance options, including 9% and 4% Low Income Housing Tax Credits (LIHTC), New Markets Tax Credits (NMTC), Historic Tax Credits (HTC), Community Development Block Grant (CDBG) funds, HOME Investment Partnerships Program funds, Federal Home Loan Bank (FHLB) funds, Economic Development Administration funds, Environmental Protection Agency funds, Community Development Financial Institutions (CDFI) Fund, philanthropic funds, and others, as applicable
  • Prepare RFPs for redevelopment of sites throughout the city and review responses to those RFPs
  • Identify residential and commercial properties for acquisition and development
  • Perform due diligence prior to acquisition, including research regarding the properties’ tax, lien, blighted and conveyance status, appraised value, acquisition feasibility and role in redevelopment initiatives
  • Support the development of master plans and maps of NORA’s activity and goals
  • Prepare marketing strategies and materials for NORA projects in coordination with NORA’s communications and press team

QUALIFICATION STANDARDS

Minimum Education

Bachelor’s degree required, major or concentration in in urban planning, public administration, real estate development or other field related to economic and/or community development preferred. Master’s degree preferred.

Experience

A minimum of 10 years work experience in the aforementioned disciplines. Candidate should have specific knowledge of one or more of the following: urban planning, public finance, real estate finance, public administration and/or real estate development.

Candidate should have prior experience in administering contracts, federal grants and their related regulations, specifically CDBG, FEMA, and/or other HUD grants or initiatives.

Familiarity with public and private partnerships, complex real estate transactions and other financing tools such as LIHTC, HTC, NMTC and FHLB funding.

The New Orleans Redevelopment Authority is seeking a highly skilled and experienced Compliance Officer responsible for coordinating and monitoring grant programs and contracts funded by the New Orleans Redevelopment Authority (NORA) and New Orleans Redevelopment Unlimited (NORU). Candidates are required to have federal grants management experience and familiarity with Uniform Guidance for Federal Awards 2 CFR 200 which provides the framework for the grant’s lifecycle, performance, and audit requirements. In addition, the Compliance Officer works closely with team members across all departments, external housing development partners, and vendors ensuring projects are implemented in compliance with internal program policies and procedures.

Minimum Education

ESSENTIAL DUTIES

Provide support in the overall department's plan, contributing within the responsibility areas listed below:
  • Grant Administration. Develop compliance systems and tools necessary to support team members with the full lifecycle of grants including pre-award activities and post award reporting. Regularly review grant program’s/project’s internal policies and procedures identifying areas for improvement. Ensure compliance with contractual grants terms and reporting requirements.
  • Project Reporting. Coordinate with team members to ensure projects, programs, and the disposition of grant-funded property follows Community Development Block Grant (CDBG) Program guidance. Coordinates with Property Maintenance vendors ensuring reporting metrics are in compliance with contract. Prepares, and maintains reports and records in accordance with record retention policies. Maintains a database of developers and contractors required to submit monthly and quarterly reports.
  • Compliance Review. Provide technical assistance to grantees in the development and implementation of projects and programs to ensure consistency with the National Environmental Policy Act (NEPA), Davis Bacon Act, Labor Standards, Section 3, and MWDBE compliance in accordance with requirements and NORA’s policies and procedures. This position ensures compliance with all federal crosscutting requirements, performing data collection, monitoring, and environmental review coordination with the City, State and Federal agencies as required.
  • Financial Analysis. Review invoices and track expenses ensuring adequate project documentation. Monitors sub-recipients' activities to ensure compliance. Tracks enforcement actions.
  • Contract Administration. Collaborate with NORA/NORU’s Real Estate and Planning Department ensuring labor standards compliance as described in NORA’s contractual agreements, policies, and procedures.
  • Grant Closeout. Completes the closeout of a grant highlighting project achievements and outcomes. Conducts research to understand the history, structure, and objectives of programs.
  • Reporting and Documentation. Ensure NORA/NORU's compliance plans and reports, including property disposition plans, are in compliance with Federal Program requirements and organization’s policies and procedures. Identify areas for improvement and make recommendations to enhance future grant programs.
