NORA provided land, construction financing, project subsidy, and homebuyer subsidy for the development of affordable homeownership units through its Residential Construction Lending programs. Land was provided at 10% of the appraised value. Then, secondary construction financing was provided at between $75,000 and $100,000 per unit, with development subsidy that varied by neighborhood market value. Homebuyer subsidies were available to households at or below 80% of Area Median Income (AMI) or 120% AMI. NORA developed over 130 homes and invested over $10 million through its Residential Construction Lending programs across the city, including Gentilly, Gentilly Woods, Holy Cross, Hoffman Triangle, New Orleans East, Pontchartrain Park, the Seventh Ward, and the Lower Ninth Ward.
