The New Orleans Redevelopment Authority (NORA) is requesting proposals from experienced technical assistance experts to provide business development services to eligible applicants in the Early Childhood Education Facilities Program (ECE Program) for the renovation, expansion, and construction of existing and new commercial and residential early childcare centers, administered by NORA on behalf of the City of New Orleans and Agenda for Children. Respondents are expected to serve as prime contractors for the requested services and must identify any and all individuals and firms to be engaged to accomplish the Scope of Services. Respondents, whether individuals, firms, or teams, are expected to provide specific expertise in the following disciplines: business strategy, business plan development, marketing, accounting, financing, legal, real estate development, and any other proposed areas that would benefit early childhood education businesses. Respondents may also serve NORA directly in the evaluation of ECE Program application submittals.
Successful respondents agree that this solicitation and any work assignment emanating from this solicitation are confidential matters and agree not to disclose the same except to NORA, those to whom NORA directs disclosure, government offices as required for permitting, or a court of law.
During the period between issuance of this RFP and the proposal due date, no oral interpretation of the RFP’s requirements will be given to any prospective offeror. NORA will not accept responses submitted by fax. All responses must be received by NORA on or before the Submission Deadline. NORA will not consider responses delivered after the deadline.
All proposals must be uploaded to the assigned shared folder no later than Friday, December 20, 2024, at 4:00 p.m. (CDT).
