DOUBLE UP! DUPLEX PILOT PROGRAM

The New Orleans Redevelopment Authority (NORA) is seeking proposals, in the form of completed applications, from qualified entities and individuals to undertake quality, residential, for-sale, duplex redevelopment in a timely manner. Select NORA-owned properties, zoned for two-family development in the Treme, Central City and Seventh Ward neighborhoods, are available to qualified development teams through this solicitation.
The Double Up! Duplex Pilot program is intended to provide a new model of owner-occupied housing with rental income home that would be easier for both developers and Low to Moderate-Income homebuyers to finance. NORA and NORU envision structures with a modest footprint of 1,800 square feet or less that would provide a primary 2 or 3 bedroom/2 bath owner’s unit attached to a studio or 1 bedroom/1 bathroom rental unit. The Double Up! Duplex Pilot Program will subsidize both the development and purchase of homes that will allow the purchasing family to realize rental income and/or provide a home for a relative with an independent household.
Applicants must submit completed applications along with attachments and exhibits electronically to NORA as described in the solicitation. All applications must be uploaded to the assigned shared folder no later than September 27, 2024, at 4:00 p.m. (CDT).
An informational meeting will be held on-line via Zoom, on August 22, 2024, at 3:00 p.m. (CDT). Attendees should join the meeting via internet/computer or mobile phone in order to see the presentation. For those unable to attend, the presentation will be posted on NORA’s website after the conclusion of the information session.
