St. Claude Avenue Corridor Revitalization

The New Orleans Redevelopment Authority (NORA) has partnered with the City of New Orleans to return abandoned, blighted, vacant, and underutilized properties to commerce, specifically on the St. Claude Avenue corridor in the Lower Ninth Ward. This commercial corridor continues to suffer from blight, vacancy, and disinvestment. 

The St. Claude Avenue Corridor Revitalization project will identify and support high quality retail store development opportunities, which may include a full-service grocery store in the Lower Ninth Ward. The $2 million partnership between the New Orleans Redevelopment Authority (NORA) and the City of New Orleans will begin with a retail market study to assess demand and define opportunities for potential retail property acquisition and development. The program will also provide low interest commercial development financing for one or more competitively selected projects.

The St. Claude Avenue Corridor is in the Lower Ninth Ward includes a broad area that is generally bounded by the Mississippi River, the Industrial Canal, North Claiborne Ave. and St. Bernard Parish line.

Retail Study Kick Off Meeting

Community Focus Groups
What We Did-  Virtual and In-Person Community focus groups were conducted from October 21 - 25, 2024. The goal was to learn more about the historical background of the corridor and organization, share challenges, and discuss opportunities for retail property and business development. These meetings provided community leaders from community-serving organizations to share their insights.
Walkshop: A Community Workshop on Foot
What We Did- During the Walkshop on October 26, 2024, community members and leaders joined &Access, NORA and Council Member Oliver Thomas to share insights between &Access’s desk research and community members while walking the corridor and visiting specific properties, and businesses.
Grocery Receipt Collection

What We Are Doing - Gathering real-life data on shopping habits and grocery needs directly from the community, helping us better understand the spending patterns, preferences, and gaps in food access across the St. Claude corridor.  

Residents of the Lower Ninth are asked to share a recent grocery store receipt from any store that represents your household shopping habits to inform future access to fresh, affordable, and culturally relevant food. 

Receipts can be submitted in two ways:

1. Text grocery store receipt to (504) 229-2218. Once submitted you will be prompted to complete a survey via text. 

2. In- Person Drop Off on December 7, 2024 @ Sankofa Fresh Stop from 10:00 am - 2:00 pm. Please bring grocery receipt and form of government picture  ID showing address in the Lower Ninth Ward. 

 

* Submission does not guarantee receipt of the gift card. Eligibility requires:(1) The name on the submission must match the receipt, and the participant's address must be in the 9th Ward (zip code 70117).; (2) The receipt must reflect a minimum purchase amount of $25; (3) Purchases must fall within categories similar to those found in supermarkets, including meat, produce, grains and dried food, canned foods, cheese, dairy, and eggs. Participants agree to these terms and acknowledge that their submission constitutes consent to participate in the promotion and the collection and use of their personal data. The promotion is valid until December 31, 2024, or while supplies last (up to 200 gift cards). And Access, Inc reserves the right to modify or cancel the offer at any time.
